Design and implementation of sewage systems

Description: After 2006 Israel-Lebanon war, the Lebanese Government entrusted KfW on behalf of the Council for Development and Reconstruction (CDR) to commence a program in South Lebanon for the rehabilitation of water and sanitation infrastructure. The program aimed at inhabitants who were directly or indirectly affected by the war as well as Palestinian refugees. Phase I and Phase II were pursuing the same objectives and were completed in early 2009, except little additional works. The combined investment for structures and supplies within Phase I and II was EUR 12 millions.

Phase III aimed at structural improvements of the wastewater situation along a coastal strip in Northern Lebanon between Tripoli and the Palestinian refugee camp of Nahr-El-Bared. After the destruction of the camp in 2007, the refugees were spread over the entire coastal strip and Lebanese residents as well as refugees should likewise benefit from the measures. I.e. the project aimed at disposing the sewage between Nahr-El-Bared Refugee Camp and the wastewater treatment plant in Tripoli in a healthy and economically sound manner. For this project phase the Lebanese Government received a grant-in-kind of EUR 12 millions (plus optional EUR 4 millions) in the frame of German-Lebanese financial co-operation from the German Government through KfW.

Main tasks were the design and construction for the collection of wastewater of the following:
- Coastal Collector between Nahr-El-Bared Camp and wastewater
treatment plant in Tripoli (approximately 16 km)
- Secondary sewerage for the six villages between Nahr-El-Bared
Camp and Tripoli (approximately 130 km)
Services provided: - Elaboration of design, technical specifications, bill of quantities
and contract documents for coastal collector and secondary
sewer systems
- Procurement of two sucker trucks
- Preparation of complete tender documents
- Execution of tender procedures
- Contracting supplies and implementation measures
- Supervision of supplies and works (16 km coastal main collector,
partly pressurised, including three pumping stations, 100 km
secondary sewer systems, two sucker trucks)
- Definition of indicators for monitoring and evaluation
- Management of Disposition Fund
